- Lead the end‑to‑end delivery of a single Needs Assessment project from initiation through final handover.
- Coordinate the development of core Needs Assessment outputs, including program scope and design considerations, operational, technological, and governance requirements, and cost, capability, and risk assessments.
- Translate regulatory, client, and stakeholder requirements into a clear project plan, schedule, and delivery structure.
- Ensure all deliverables meet agreed quality standards and are suitable for regulatory or executive review, while managing dependencies across workstreams to ensure cohesive and timely delivery.
- Serve as the primary point of coordination for all stakeholders involved in the Needs Assessment by planning and facilitating stakeholder meetings, workshops, and working sessions.
- Maintain detailed project plans, timelines, dependency trackers, and deliverable status reporting
- Manage scope changes in alignment with contractual and governance expectations.
- Support structured project close‑out, including final deliverable handover.
- Bachelor’s degree in Business Administration, Environmental Studies, Public Policy, Sustainability, Engineering, or a related field and Project Management certification (PMP or equivalent) strongly preferred.
- Minimum of 3–5 years of project management experience in regulated environments, preferably EPR, environmental compliance, or public‑sector programs.
- Proven experience delivering Needs Assessments, feasibility studies, program design, or regulatory readiness initiatives.
- Proven delivery experience in regulated or EPR‑adjacent environments (environmental compliance, stewardship programs, public‑sector initiatives).
- Strong track record coordinating multiple interdependent deliverables across diverse stakeholder groups.
- Experience working with regulators, PROs, industry participants, and technical or operational subject matter experts.
- Ability to manage projects with fixed timelines, defined scopes, and formal governance requirements.
** This is a hybrid position based in Toronto, Ontario. However, it is also open as a remote opportunity for candidates located anywhere in the United States who demonstrate the required experience and meet the core competencies for the role.
