BA Manager is responsible for leading business analysis delivery across the FIRST regulatory portfolio, ensuring high-quality requirements, aligned execution, and data-driven decision support. This role combines deep BA expertise with people leadership, coaching, and portfolio-level oversight, enabling consistent delivery and adoption of best practices across multiple initiatives.
1. BA Leadership & People Management
- Lead, coach, and mentor a team of Business Analysts, providing guidance on analysis approaches, deliverables, and stakeholder engagement.
- Provide day-to-day oversight of BA work, including structuring work packages, assigning responsibilities, and ensuring timely delivery.
- Review and validate requirements documentation (e.g., business requirements, user stories, data requirements) to ensure quality, completeness, and alignment to business needs.
- Support BA development through feedback, capability building, and best practice sharing, fostering a high-performing BA community.
- Manage direct reports (where applicable), including performance management, career development, and resource planning.
2. Requirements Governance & Quality Assurance
- Establish and enforce requirements management standards, ensuring alignment with BMO BA CoE / CIOE practices.
- Clearly articulated, traceable, testable, and aligned to business outcomes
- Reviewed, approved, and signed off by relevant stakeholders
- Act as escalation point for requirements-related issues, resolving blockers and ensuring progress.
- Drive consistency in documentation, modeling, and validation practices across initiatives.
3. Agile Delivery & Execution Oversight
- Provide leadership across the end-to-end requirements lifecycle (intake, elicitation, analysis, refinement, delivery, validation).
- Ensure BAs effectively support delivery through:
- User story development and backlog refinement
- Clear acceptance criteria and Definition of Ready/Done
- Stakeholder walkthroughs and validation sessions
- Work closely with Product Owners, PMs, and Technology teams to ensure alignment between requirements and delivery execution.
4. Portfolio-Level View (FIRST Regulatory Portfolio)
- Maintain an end-to-end view across the FIRST portfolio, ensuring alignment across multiple initiatives and workstreams.
- Drive cross-program consistency in requirements, analysis approach, and execution.
- Identify interdependencies, risks, and opportunities across projects and escalate as needed.
- Partner with portfolio leadership to ensure requirements support regulatory compliance, auditability, and data governance.
5. Data, Insights & Strategic Support
- Lead and guide BAs in performing data analysis, trend identification, and insight generation to support decision-making.
- Ensure that analytics and reporting requirements are well-defined and aligned to business KPIs.
- Support strategic initiatives by:
- Contributing to roadmaps, sequencing, and prioritization
- Providing impact analysis and business case inputs
6. Best Practices & Continuous Improvement
- Partner with the BA CoE / CIOE to adopt and embed enterprise standards, tools, and methodologies.
- Drive continuous improvement in requirements practices, tools, and delivery efficiency.
- Enable and promote AI-assisted requirements practices (e.g., automation of documentation, analysis acceleration, quality checks).
- Promote knowledge sharing, communities of practice, and reuse across the portfolio.
7. Stakeholder Engagement & Influence
- Build strong relationships with business, technology, and regulatory stakeholders.
- Act as a trusted advisor and subject matter expert on requirements and analysis practices.
- Facilitate workshops and discussions to align stakeholders on problem definition, requirements, and solutions.
- Support communication strategies to ensure effective stakeholder alignment and adoption.
- 10+ years of experience in Business Analysis, with demonstrated leadership responsibility.
- Proven people management experience (direct or matrix), including coaching, mentoring, and performance management.
- Strong understanding of Agile and SDLC methodologies, including backlog management and requirements lifecycle.
- Deep expertise in requirements elicitation, analysis, documentation, and validation.
- Experience working in regulatory, risk, or transformation programs (preferred for FIRST portfolio context).
- Strong data analysis and problem-solving skills, with ability to derive actionable insights.
- Excellent stakeholder management and communication skills, with the ability to influence senior leaders.
- Experience driving best practice adoption and capability uplift across teams.
- Experience delivering regulatory programs in banking (e.g., AML, KYC, Tax/FATCA, CRS, Financial Crime).
- Strong understanding of regulatory compliance, audit, and reporting requirements, including control design and traceability.
- Experience working across complex, multi-stream regulatory portfolios with cross-functional dependencies and strict timelines.
- Developing E2E Multiyear Roadmaps with different LOBs and managing the intake pipeline
$94,600.00 - $176,000.00
Salaried

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.
