About the Role
The Director of Recruitment is the senior-most leader of OPF’s global talent acquisition function, with full ownership over recruitment strategy, team performance, process integrity, and organizational hiring outcomes across the Dominican Republic and the United States. This role sets the direction for how OPF attracts, assesses, and onboards talent at scale — translating executive headcount priorities into executable hiring plans while holding the team accountable to compliance, speed, and quality standards.
The ideal candidate is a strategic, data-driven, and operationally rigorous leader who thrives in a high-volume, fast-paced environment and has a track record of building and scaling high-performing recruitment teams.
Responsibilities
- Define and own OPF’s global recruitment strategy, aligning hiring priorities and workforce planning with executive leadership and business goals.
- Set hiring targets, timelines, and headcount budgets across DR and US operations in partnership with the VP of People & Culture.
- Escalate and resolve critical hiring blockers, urgent requisition needs, and compliance issues requiring executive-level decisions.
- Approve final offers and hold ultimate accountability for compliance with DR and US pre-hire documentation requirements.
- Identify sourcing gaps, process inefficiencies, and quality-of-hire trends; design and implement data-backed improvements that scale with organizational growth.
- Conduct formal performance reviews for direct reports and build structured coaching and development plans for all levels of the recruitment team.
- Partner with HR, IT, Training, Facilities, and Payroll to guarantee seamless onboarding execution and that every new hire arrives fully set up on Day 1.
- Serve as the primary recruitment liaison to senior and executive leadership; advise on talent market conditions, hiring feasibility, and workforce risks.
Required
- 5+ years of progressive recruiting experience, with a minimum of 3 years in a director-level or senior leadership role overseeing a multi-person recruitment team.
- Demonstrated success in high-volume BPO, contact center, or financial services recruiting environments.
- Strong command of DR employment compliance, pre-hire documentation requirements, and local labor law.
- Proficiency with ATS platforms; Workable experience strongly preferred.
- Proven ability to manage cross-border recruitment operations (DR and USA simultaneously).
- Strong data fluency: ability to build, interpret, and act on KPI dashboards and recruitment metrics to drive decisions.
- Bilingual in Spanish and English — written and verbal, with executive-level communication skills in both languages.
- Strong organizational and time management skills with the ability to manage competing strategic and operational priorities.
Preferred
- Experience with US hiring compliance, including background checks, ADP processes, and EEOC standards.
- Deep background in SOP development, process improvement, and building recruiting infrastructure from the ground up.
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
Working Conditions & Travel
- This is a full-time, on-site role based in the Dominican Republic.
- Regular in-office presence is required five days per week.
