Purpose
Serve as the programme and business-analysis engine of the IT Resilience and Modernization function, converting the Director’s strategy into structured, trackable delivery plans across resilience, reliability, and platform-modernization initiatives.
Own end-to-end programme management for the resilience and modernization portfolio — planning, scheduling, RAID (risks, assumptions, issues, dependencies), governance cadence, and status reporting — so senior leaders always have a clear, evidence-based view of progress.
Act as the primary business analyst bridging IT SRE, Infrastructure, Cloud, Application, Security, and Business Unit (BU) stakeholders — eliciting requirements, defining SLIs/SLOs in business terms, and documenting target-state processes.
Key accountabilities
Programme & delivery management
Build and maintain integrated plans, milestones, and dependency maps for modernization, cloud-migration, DR/BCP, and observability roll-out programmes.
Run the governance rhythm — steering packs, working groups, RAID logs, change and decision registers — and drive actions to closure.
Monitor budget consumption, resource allocation, and vendor deliverables against plan; flag variances early.
Plan and coordinate application-modernization programmes — legacy refactoring/replatforming, application-portfolio rationalization and decommissioning, and API / middleware / integration modernization — sequencing waves, dependencies, and cutover/rollback plans across the application estate.
Business analysis
Elicit, document, and prioritize functional and non-functional requirements (resilience, recoverability, scalability, supportability).
Translate SLO/SLI and error-budget concepts into business-readable KPIs and acceptance criteria.
Produce current-state / target-state process maps, gap analyses, and traceability matrices to support modernization decisions.
Responsible for running application-modernization assessments — application inventory, 7R disposition (retire, retain, rehost, replatform, refactor, repurchase, re-architect), business-capability mapping, and prioritized modernization backlogs and business cases.
Coordination & reporting
Act as the Group Resilience Council secretariat — agendas, minutes, action tracking, and the Resilience 2.0 checklist per BU.
Consolidate and translate reliability and modernization metrics into management dashboards and narratives for the Director and GMT reporting lines.
Follow up P1/P2 post-incident review (PIR) administration - scheduling, documentation, and action-item tracking (does not lead incident command)
Qualifications / experience
Bachelor’s degree in Computer Science, Information Technology, Engineering, Business, or a related field.
8+ years in IT, with a strong core in programme/project management and business analysis, ideally within infrastructure, cloud, SRE, or large modernization programmes.
Proven track record coordinating multi-workstream technology programmes across matrixed / multi-region teams.
Experience running governance forums and producing executive-level status reporting.
Vendor and commercial coordination experience (SOWs, deliverables, invoicing at working level) is an advantage.
Knowledge & technical skills
Strong PM discipline — planning, scheduling, dependency and RAID management, change control, and financial tracking (Agile and waterfall).
Solid BA toolkit — requirements elicitation, process mapping, gap analysis, traceability, and acceptance-criteria definition.
Working understanding of SRE concepts — SLI/SLO, error budgets, incident management, and observability — sufficient to translate them into business terms.
Familiarity with cloud platforms (AWS/Azure/GCP), CI/CD, and modernization approaches (refactor, replatform, decommission) at a conceptual level.
Familiarity with application-modernization frameworks and patterns — 7R disposition, strangler-fig migration, API-led / microservices decomposition, and legacy-to-cloud application delivery.
Awareness of ITIL 4, ISO 22301/27001, BCP/DR, and insurance-sector regulatory expectations.
Proficiency with PM / collaboration tooling (e.g., MS Project, Jira, Confluence, ServiceNow) and strong Excel / dashboarding skills.
Excellent written and verbal communication; fluent in English; Chinese written proficiency preferred.
